If indeed we did not need the Voting Rights Act of 1965 to protect the country from racially motivated obstacles to vote, then states would have of course responded to the The Supreme Court’s dismantling of Section 5 in 2013 by doing NOTHING. Instead, they jumped pretty fast to change their voting rules, as it was predicted they would. They would have done NOTHING in response to Louisiana v Callais, but instead these racist states responded IMMEDIATELY to erase black votes, as we have been correct to assume they would.
